Legitimacy Crisis of the Nigerian State and Its Implications for National Conflict Resolution Frameworks

This study develops an original theoretical analysis of the Nigerian state's legitimacy crisis and examines its structural implications for the effectiveness of national conflict resolution frameworks across multiple geopolitical zones. State legitimacy is foundational to sustainable conflict resolution, as communities must trust the state as a credible, impartial conflict mediator and enforcer of settlements. Nigeria's documented legitimacy deficit, rooted in contested state formation, corruption, ethnic partiality, and selective application of justice, fundamentally undermines the state's capacity to serve as an effective conflict resolution architect. Employing a critical political science research methodology, the study synthesises 75 elite interviews conducted across six geopolitical zones with political scientists, conflict resolution practitioners, traditional leaders, civil society leaders, and community members, alongside systematic analysis of Afrobarometer survey data on Nigerian state trust from 2019 to 2024 and documentary analysis of government conflict resolution policy frameworks. The theoretical contribution is an original Nigerian State Legitimacy-Conflict Resolution Model that disaggregates legitimacy into input, throughput, and output dimensions and maps how each dimension's deficit produces distinct conflict resolution system failures. Findings confirm that output legitimacy failures, reflecting citizens' judgements about the state's conflict resolution outcomes, are the most potent predictors of community defection from formal conflict resolution processes to informal and vigilante alternatives. Recommendations include adopting legitimacy-building practices in all state conflict resolution interventions, reforming the National Peace Committee's composition to include underrepresented communities, and investing in state capacity building specifically for conflict resolution service delivery.
