Logistics Performance Measurement Systems and Service Delivery Improvement in Federal Parastatals in Abuja, North Central Nigeria

This study investigates the role of logistics performance measurement systems in driving service delivery improvement in federal parastatals based in Abuja, Federal Capital Territory. Federal parastatals are significant procurers and distributors of public services, equipment, and regulatory outputs, yet their logistics management functions are often underdeveloped relative to private sector counterparts. Performance measurement systems, including key performance indicator dashboards, balanced scorecards, and supply chain audit tools, have been linked in management literature to improved accountability and service outcomes. Using a descriptive survey design, structured questionnaires were administered to 75 logistics and administrative managers across 12 federal parastatals in the Garki and Central Business District areas of Abuja. The study assesses the types of performance metrics in use, measurement frequency, reporting structures, and the extent to which measurement data influence procurement and logistics decision-making. Service delivery improvement is assessed through stakeholder satisfaction indices, procurement cycle time reduction, and compliance audit outcomes. Pearson correlation and regression analysis are employed. The study draws on public sector logistics management and performance management literature. Findings are expected to show that parastatals with formalised performance measurement frameworks demonstrate better service delivery outcomes, while those relying on anecdotal management reporting exhibit persistent inefficiencies. Recommendations address the Bureau of Public Service Reforms, the Office of the Head of Civil Service, and parastatal logistics managers on institutionalising data-driven logistics governance.
