Management and Operational Challenges of Small and Medium Food Enterprises in Enugu State: A Focus on Quality Assurance

Small and medium food enterprises are the backbone of the Nigerian food processing sector, providing employment, value addition, and affordable food products to local markets. In Enugu State, South East Nigeria, these enterprises face persistent operational and quality management challenges that constrain their growth and product quality consistency. This study examined the management and quality assurance challenges confronting forty small and medium food enterprises in Enugu Metropolis and Nsukka. Semi-structured interviews with enterprise owners and managers, facility observations, and review of quality documentation were conducted. Thematic analysis was applied to qualitative data. Quantitative data on production output, rejection rates, and complaint records were analysed descriptively. Key challenges identified included inadequate technical staff with food science qualifications, limited access to affordable quality testing services, unreliable electricity for temperature-sensitive operations, lack of standardised recipes and production documentation, and difficulty financing quality assurance infrastructure. Product rejection rates due to quality failures averaged 9.4 percent across surveyed enterprises, compared to an industry benchmark of 2 percent. Enterprises connected to buyer-led quality improvement programmes showed significantly better performance. The study recommends the establishment of a government-subsidised food technology service centre in Enugu State to provide affordable laboratory testing, technical advisory services, and quality assurance training to small and medium food enterprises.
