Gas pipeline right-of-way (RoW) encroachment by expanding urban development is an escalating pipeline safety and integrity management challenge in Nigeria's rapidly urbanising states. This study examines the management of gas pipeline RoW encroachment along the Escravos-Lagos Pipeline System (ELPS) route through Ogun State, specifically in the peri-urban fringes of Sagamu, Ijebu-Ode, and Agbado corridors where residential and commercial development has penetrated established pipeline RoW zones. The research employs a mixed-method approach combining GIS-based spatial analysis of encroachment extent, field surveys of RoW condition, regulatory compliance inspections, and stakeholder interviews with local government planning officials and pipeline operators. Encroachment categories assessed include permanent structures, temporary structures, road crossings, and farmland encroachment with their relative safety risk implications. The study evaluates the legal frameworks, operational surveillance practices, and stakeholder engagement programmes used by the pipeline operator to manage and prevent encroachment. Findings reveal that over 35 percent of the Ogun State ELPS RoW length is subject to some form of encroachment, with permanent structures within the restricted zone representing the most serious safety concern in 12 identified locations. Recommendations include enhanced aerial surveillance frequency, strengthened engagement with Ogun State Physical Planning Authority to restrict RoW development approvals, development of a community surveillance ambassador programme, and a structured RoW remediation programme for highest-risk encroachment sites.
