Management of ICT Resources in Technical Colleges in Oyo State, South West Nigeria

This study examines the management of ICT resources in technical colleges in Oyo State, South West Nigeria. Technical education institutions rely on functional ICT equipment for both instructional delivery and vocational skills training, making effective resource management a critical institutional function. A descriptive survey design was adopted with a sample of 70 ICT managers, workshop supervisors, and college principals from eight technical colleges in Ibadan, Ogbomoso, and Iseyin. A validated ICT Resource Management Questionnaire assessed procurement processes, maintenance practices, utilisation policies, and staff training. Findings reveal ad-hoc procurement practices, inadequate preventive maintenance schedules, and absence of formal ICT use policies in most colleges. Equipment redundancy and failure rates are high due to a lack of trained technicians. Resource utilisation is further limited by restrictive access policies that prioritise equipment preservation over student use. The study recommends that the Oyo State Ministry of Education develop a standardised ICT resource management framework for technical colleges that includes scheduled maintenance contracts, student-use guidelines, and technician capacity building funded through the Technical Education Fund.
