Management of Real Estate Development Risk in Abuja’s Satellite Town Markets

This study examines the management of development risk by residential property developers operating in Abuja's satellite town markets, specifically Gwagwalada, Kuje, and Kubwa, investigating the risk identification, assessment, and mitigation strategies adopted by active developers in these secondary markets. Development risk management is a critical professional competency for estate managers overseeing property development projects, and the specific risk profile of Abuja's satellite towns, which differ substantially from the high-value FCT core market, requires contextually appropriate management strategies. The study employs a qualitative professional practice research design, conducting semi-structured interviews with 20 residential developers, 10 professional project managers, and 8 funding institution representatives with satellite town development exposure. Risk categories examined include market demand risk, planning permission risk, construction cost escalation risk, financing risk, infrastructure provision uncertainty, and community-related land access risk. Findings show that land documentation uncertainty, particularly the prevalence of multiple allocation claims and survey discrepancies, constitutes the most frequently identified and most impactful risk category for satellite town development. Construction cost escalation, driven by imported material price volatility, is ranked second in severity. Infrastructure availability timing uncertainty creates significant cash flow risk for developers whose sales are conditioned on functional roads and electricity. Formal risk registers and contingency budgeting are absent from the majority of smaller developer operations. Recommendations include an FCT development risk management workshop series for emerging developers and revision of AGIS's allocation verification process to reduce title uncertainty.
