Managing Urban Estate Regeneration Projects: Lessons from Nigeria’s Urban Renewal Programmes

This study examines the management of urban estate regeneration projects undertaken through Nigeria's state-level Urban Renewal Agencies, analysing project governance, stakeholder management, funding structures, and outcome effectiveness across selected initiatives in Lagos, Abuja, and Enugu. Urban regeneration is a complex estate management process that requires integrating physical redesign, economic investment facilitation, community relocation management, and infrastructure provision within coordinated project frameworks. The study employs a comparative case study methodology, examining four urban regeneration projects implemented between 2017 and 2023 through state Urban Renewal Agencies. Data were collected through structured interviews with 30 project managers, community representatives, and professional consultants involved in each project, supplemented by project documentation review. Analysis applies a project management effectiveness framework adapted from international urban regeneration practice. Findings show that the most effectively managed projects are those with clearly defined scope, professionally managed stakeholder consultation processes, and independent project management support alongside the government client function. Projects that lacked formal community relocation plans experienced the greatest implementation delays and community opposition. Funding continuity is a persistent management challenge, with several projects stalled at partial completion when government budget allocations were diverted. Private sector partnership elements are underutilised as revenue generation and project delivery mechanisms. Recommendations include developing a national urban regeneration project management standard for state agencies, mandating community benefit agreements in all future regeneration initiatives, and establishing a dedicated urban regeneration revolving fund at the federal level.
