Petroleum Sector Anti-Corruption Management: Practical Application of the UNGC Principles by Nigerian Companies

This study examines the practical application of United Nations Global Compact (UNGC) anti-corruption principles by Nigerian petroleum companies, assessing the alignment between voluntary commitments and actual compliance management practices. Petroleum sector corruption in Nigeria encompasses bribery in contracting, facilitation payments, and illicit financial flows, all of which are targeted by the UNGC's Principle 10. Using a professional compliance assessment design, the research administers a structured questionnaire to compliance officers at twenty petroleum companies enrolled in the UNGC Nigeria Network. Documentary analysis of UNGC Communication on Progress reports submitted from 2021 to 2024 is used to corroborate self-reported compliance data. Findings reveal a significant implementation gap between UNGC commitments declared in annual progress reports and actual internal anti-corruption controls verified through compliance audits. The study recommends mandatory third-party verification of UNGC anti-corruption commitments for petroleum companies and EFCC recognition of UNGC-aligned compliance programmes as mitigating factors in enforcement decisions.
