Professional Development Needs of Petroleum Law Practitioners in Nigeria: A Survey of Legal Practitioners in Lagos and Abuja

This study surveys the continuing professional development needs of petroleum law practitioners in Nigeria, identifying knowledge gaps and training priorities among legal professionals working in the upstream, midstream, and downstream petroleum sectors. Nigeria's rapidly evolving petroleum law landscape, shaped by the PIA 2021 and successive NUPRC and NMDPRA regulations, places significant demands on the currency of practitioners' legal knowledge. Using a quantitative survey design, the research administers a structured needs assessment questionnaire to 120 petroleum law practitioners in Lagos and Abuja. Respondents are segmented by practice area, years of experience, and employer type (law firm, IOC, NNPC affiliate, and government). Statistical analysis using frequency distribution and mean score ranking identifies energy transition law, petroleum data regulation, and HCDT governance as the three highest-priority professional development topics. The study recommends a coordinated CPD curriculum for petroleum law under the auspices of the Nigerian Bar Association Energy Law Committee and accredited by the Council of Legal Education.
