Post-Conflict Reconstruction, Local Government Rebuilding, and Development Governance in Northeast Nigeria: An Original Analytical Contribution

This dissertation makes an original analytical contribution to understanding the processes, challenges, and critical success factors in rebuilding local government institutions for development governance in post-conflict Northeast Nigeria, drawing on comparative evidence from Borno, Adamawa, and Yobe States. The Boko Haram insurgency caused one of Africa's most devastating governance crises, destroying local government infrastructure, dispersing staff, displacing communities, and creating governance vacuums that persist even as security conditions partially improve. Existing literature on post-conflict state building focuses predominantly on national-level institutions, neglecting the critical role of local government in grassroots peace consolidation and development recovery. Employing the Post-Conflict Governance Reconstruction Theory, the Statebuilding from Below Framework, and the Hybridity Theory of governance, this study conducts extended fieldwork across twelve local government areas in Northeast Nigeria, gathering data from 100 key informants including returning local government officials, humanitarian agency country directors, traditional leaders, internally displaced persons community representatives, and international reconstruction experts. Secondary data includes UNDP governance support program evaluations, EU post-conflict development assessment reports, and comparative literature from Somalia, Sierra Leone, and DRC on local governance reconstruction. Process tracing methodology and comparative case analysis are applied. The study introduces the Local Government Reconstruction Sequencing Model as an original theoretical tool for guiding phased institutional rebuilding in post-conflict contexts. Findings challenge the assumption that administrative normalization precedes development governance capacity in post-conflict local governments.
