Professional Analysis of Health Safety and Environment Management Systems in Offshore Drilling Operations on the Nigerian Continental Shelf

Health, Safety and Environment management systems are the operational backbone of risk governance in offshore drilling, and their professional implementation determines both regulatory compliance and incident prevention effectiveness in Nigeria's offshore petroleum sector. This study analyses the structure, implementation quality, and gap status of HSE management systems across offshore drilling operations on the Nigerian Continental Shelf, drawing on auditable documentation from five deepwater and shallow-water drilling campaigns conducted between 2019 and 2023. A systematic audit methodology based on the ISO 45001 occupational health and safety management standard and the IOGP Life-Saving Rules is applied to evaluate twelve functional elements: hazard identification, risk assessment, permit to work, management of change, emergency response, incident investigation, performance monitoring, and environmental management. Audit findings are categorised by severity and function, and a heat map of systemic vulnerabilities is constructed across the sampled operations. Results indicate that management of change and incident investigation quality are the two most consistently deficient functional elements, with management of change deficiencies contributing to 64 percent of the unplanned events reviewed. Emergency response drill frequency and competency testing scores vary significantly between operators, with independent well control unit operators showing lower drill performance scores than integrated operator organisations. The study recommends a cross-industry HSE management system benchmarking programme under DPR oversight and mandatory management of change process audits before well operations commence.
