Professional Management of Urban Renewal and Heritage Conservation in Calabar, Cross River State

The professional management of urban renewal in areas of heritage significance requires careful balancing of development objectives with conservation imperatives. This study examines professional approaches to integrating urban renewal and heritage conservation management in Calabar, Cross River State, a city with a distinctive colonial-era built heritage and a stated heritage tourism development strategy. A professional management research design was employed, reviewing Calabar urban renewal programs, heritage conservation policies, and tourism development plans. Twelve planning managers, heritage conservation officers, and tourism development officials from the Cross River State Urban Renewal Board, National Commission for Museums and Monuments, and Cross River State Tourism Bureau were interviewed. Document analysis of development permits in heritage-designated zones assessed the degree of heritage consideration in planning decisions. Findings are anticipated to document tensions between urban renewal objectives and heritage conservation requirements, with approved demolitions of heritage structures in some renewal project areas, limited technical capacity for heritage-sensitive renovation management, and insufficient financial incentives for private owners to maintain heritage buildings. The study examines professional frameworks for managing this interface in comparable African cities. Recommendations address development of Calabar's first integrated heritage-sensitive urban renewal management framework, heritage impact assessment requirements for all renewal projects, government grant programs for heritage building restoration, and professional development courses for planning managers on heritage-urban renewal integration.
