Professional Evaluation of Government Support Mechanisms for Independent Theatre Companies in Abuja

Independent theatre companies in Abuja form the creative core of the Federal Capital Territory's cultural ecosystem, yet the adequacy of government support mechanisms for their sustainability requires professional evaluation. This study professionally evaluated government support mechanisms for independent theatre companies in Abuja Municipal Area Council, Federal Capital Territory. A mixed evaluation methodology combined structured interviews with 25 directors of independent theatre companies, documentary review of FCT Cultural and Tourism policy documents, and assessment of NCAC grant disbursement records for FCT-based companies from 2019 to 2023. Evaluation dimensions covered financial grant accessibility, venue access, marketing support, regulatory facilitation, and skills development provision. Results showed that NCAC grants had been accessed by only 32 percent of surveyed companies in the evaluation period, with complex application processes cited as the primary barrier (by 68 percent). Government venue hire fees were described as unaffordable for full commercial rates by 84 percent of small companies. There was no dedicated FCT government fund for independent theatre. Only 12 percent of companies had benefited from government marketing support. The study concludes that government support for independent theatre in Abuja is minimal, poorly accessible, and inadequately coordinated. Recommendations include a dedicated FCT Independent Theatre Support Fund, simplified grant application processes, preferential venue hire rates for registered arts companies, and a quarterly government-independent theatre sector consultation forum.
