Professional French Language Training for Nigerian Diplomats: An Evaluation of the NIIA Programme

Nigeria's continuous engagement in multilateral diplomatic forums, ECOWAS institutions, and bilateral relations with francophone African states creates a sustained institutional demand for French language competence among diplomatic professionals. The Nigerian Institute of International Affairs runs a French language programme for diplomatic personnel whose effectiveness has not been formally evaluated in the published literature. This study evaluates the professional French language training programme at the Nigerian Institute of International Affairs, Lagos, assessing curriculum design, instructional approaches, learner outcomes, and alignment with the functional language needs of Nigerian diplomats. A programme evaluation design was employed, combining document review of curriculum materials and training records, structured interviews with 18 programme graduates who had been posted to francophone missions, and questionnaires completed by 12 current trainees. Learner outcomes were assessed against a functional proficiency framework adapted from European diplomatic language competence standards. Results indicate that the programme delivers adequate coverage of written diplomatic French but falls significantly short in oral communicative competence, negotiation language, and ECOWAS-specific institutional discourse. Graduates posted to francophone missions frequently reported insufficient oral proficiency for effective participation in multilateral meetings. The curriculum had not been substantially revised in eight years. The study recommends a comprehensive programme redesign incorporating scenario-based diplomatic communication training, integration of ECOWAS institutional language exposure, and regular curriculum review against evolving diplomatic communication demands.
