Professional Practice of Estate Management in Oil and Gas Facilities in the Niger Delta

This study examines the professional estate management practice of oil and gas facility properties in the Niger Delta, South South Nigeria, focusing on land access management, host community land relations, property rights documentation, facility management, and compensation assessment for land take related to petroleum operations. Estate management in the oil and gas sector involves highly specialised professional skills related to land acquisition under petroleum laws, community land relations in diverse customary tenure systems, and the valuation and compensation for surface rights and damage to crops and economic trees. The study employs a qualitative professional practice design, conducting structured interviews with 25 estate surveyors employed by or consulting to major petroleum companies operating in Rivers, Bayelsa, and Delta States. Interview themes covered land acquisition procedures, community engagement for right-of-way management, valuation methodology for crop and tree compensation, dispute resolution mechanisms, and compliance with Environmental Impact Assessment obligations. Findings reveal that land access management is a complex multi-stakeholder process in which the professional estate manager must mediate between petroleum company operational requirements, community customary land governance structures, and regulatory frameworks. Crop and economic tree compensation methodology is inconsistently applied, with some companies using outdated approved rates and others applying market-derived methodologies. Community land disputes related to compensation distribution are the most frequent source of operational disruption. Recommendations include developing a Niger Delta-specific land access management protocol endorsed by the Niger Delta Development Commission and the Department of Petroleum Resources, and updating the approved crop compensation rates to reflect current market values.
