Professional Review of Building Code Implementation Challenges in Nigeria’s North East Geopolitical Zone

The Nigerian National Building Code 2006 provides the regulatory framework for construction quality and safety, yet its implementation across states in the North East geopolitical zone faces specific institutional and capacity challenges that require professional documentation. This study conducted a professional review of building code implementation challenges in the six North East states: Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe. Data were collected through structured interviews with 60 building control officers, registered building professionals, and senior civil servants in state ministries of works and housing. A document review of state building control legislation and enforcement records was conducted. Implementation gap areas were assessed using a structured assessment framework covering legislation, enforcement capacity, professional supervision, and public compliance. Results revealed that only two of the six states (Adamawa and Gombe) had formally domesticated the National Building Code through state-level legislation. Building control officer staffing levels were below 30% of professionally recommended minimums in four states. Professional supervision of building projects was practised in fewer than 20% of private residential construction cases across all six states. Building permit revenues were insufficient to fund adequate enforcement in all states. The study concludes that building code implementation in the North East is severely constrained by legislative gaps, staffing deficits, and revenue inadequacy. Federal support for state building control capacity through the Federal Ministry of Housing and Urban Development is recommended.
