Professional Use of Hausa Language in the Nigerian Customs Service: Communication Challenges at Northern Border Posts

Nigeria's northern border posts handle daily interactions between Nigerian Customs Service officers and traders, pastoralists, and travellers from Niger, Chad, Cameroon, and Benin, where Hausa functions as the primary cross-border communication language. This study examines the professional use of Hausa language at northern border posts, assessing communication challenges, officer Hausa language competency, and strategies for improving cross-border communication effectiveness. A professional survey and case study design was employed, collecting data through structured interviews with 50 Customs Service officers at four northern border posts in Kano, Zamfara, Borno, and Niger state border areas. Observation of selected customs clearing interactions between officers and cross-border traders was also conducted. Interviews with 20 frequent cross-border traders assessed their perspectives on communication effectiveness and barriers encountered. Findings reveal that Hausa language communication is used extensively at all sampled border posts, but that officers from southern geopolitical zones posted to northern borders face significant Hausa language barriers that constrain their effectiveness. No formal Hausa language induction is provided for newly posted officers. Communication difficulties are associated with delays in clearing procedures, increased opportunities for corrupt facilitation payments to bilingual intermediaries, and reduced detection of prohibited goods through inadequate communication with traders. Recommendations include mandatory Hausa language orientation training for all Customs officers posted to northern border regions and recognition of Hausa proficiency in performance appraisal frameworks for northern posting suitability.
