Public Policy and Igbo Language Promotion in Nigeria: A Critical Review of Federal Government Initiatives from 2019 to 2024

This study critically reviews federal government initiatives aimed at promoting the Igbo language in Nigeria from 2019 to 2024, assessing the coherence, implementation, and impact of relevant language policies, institutional mandates, and funded programmes. Language policy in Nigeria operates within a complex multilingual political environment in which the three major languages Igbo, Hausa, and Yoruba hold constitutional recognition but receive asymmetric state support relative to English. The study adopts a policy analysis methodology, drawing on official government documents, budget allocation data, National Orientation Agency reports, and semi-structured interviews with twelve language policy stakeholders in Abuja and Lagos. Policy documents reviewed include the revised National Language Policy, TETFUND language research grant guidelines, and federal school curriculum revisions. Findings reveal a persistent gap between policy articulation and implementation, with budgetary allocations for Igbo language promotion consistently below stated commitments. Programmes initiated in the period, including Igbo language broadcasting expansion grants and teacher recruitment schemes, demonstrate partial implementation with limited monitoring frameworks. The study identifies institutional fragmentation among responsible agencies as a primary structural obstacle to policy coherence. A consolidated Igbo language promotion policy framework is proposed as a key recommendation. Keywords: language policy, Igbo language promotion, federal government, Nigeria, policy implementation.
