📖 ABSTRACT/OVERVIEW
This research examines the role of public-private partnership strategy in driving infrastructure development in Cross River State, Nigeria. Located in the South South geopolitical zone, Cross River State has pursued PPP arrangements in road construction, tourism, and healthcare infrastructure as a response to federal funding constraints. The study adopts a descriptive survey approach targeting civil servants in the Cross River State Ministry of Finance and Economic Development, private sector partners, and community beneficiary representatives. A total of 90 respondents were selected through purposive sampling. Structured questionnaires and documentary analysis of PPP project reports were used for data collection. Data were analyzed using descriptive statistics and qualitative content analysis. Findings indicate that PPP projects with clearly articulated risk-sharing frameworks, transparent procurement processes, and strong government project monitoring mechanisms yield significantly better infrastructure delivery outcomes than those characterized by ad hoc arrangements. Community stakeholder engagement in the early project design phase is identified as a critical success factor for PPP sustainability. The study also finds that governance gaps and weak contract enforcement mechanisms are the primary constraints on PPP effectiveness in the state. The research concludes that Cross River State must strengthen its PPP regulatory and monitoring architecture to maximize infrastructure development outcomes from private sector partnerships.
