Recognition of Prior Learning and Lifelong Learning Pathways for Informal Workers in Lagos

This study developed a conceptual and operational framework for recognition of prior learning as a lifelong learning pathway for informal economy workers in Lagos State, South West Nigeria. Recognition of prior learning, which formally assesses and credentials knowledge and skills acquired outside formal education, offers significant potential for improving informal workers' social mobility and access to further learning opportunities; yet no operational recognition of prior learning system exists within Nigeria's education and training framework. The study employed a design-based research methodology combining theoretical framework development, systematic literature synthesis of recognition of prior learning models from South Africa, Ghana, and India, original empirical research involving 45 depth interviews with informal workers, 20 employer focus groups, and 15 TVET institution stakeholder workshops in Lagos, and a pilot recognition of prior learning assessment trial with 30 purposively selected artisans. The pilot trial used a portfolio-based assessment model developed through participatory design with artisan communities. Findings from the pilot demonstrated that the portfolio assessment model successfully identified substantial credentialable competencies among artisans in carpentry, tailoring, and electrical installation trades that were genuinely equivalent to formal TVET certification standards. Artisan participants reported high perceived value for recognition outcomes. The study produces an original Nigerian Recognition of Prior Learning Implementation Framework specifying policy prerequisites, institutional responsibilities, quality assurance mechanisms, and funding models required for national system establishment.
