Study of Compressed Natural Gas Cylinder Safety Standards and Compliance in Nigeria

The safety of compressed natural gas (CNG) cylinders used in vehicular and industrial applications is a critical public safety matter in Nigeria, particularly as CNG adoption grows under the federal government's energy diversification agenda. This study examines the safety standards applicable to CNG cylinders in Nigeria, the inspection and certification processes, and the compliance levels observed among cylinders in active commercial use. The research employs a regulatory compliance assessment methodology, reviewing Standards Organisation of Nigeria (SON) specifications for CNG cylinder manufacture and periodic inspection, interviewing NMDPRA licensing officers, and conducting physical inspections of cylinders at CNG vehicle conversion centres in Lagos, Abuja, and Port Harcourt. The study assesses cylinder age, hydrostatic test certificate status, visual inspection findings, and valve condition for a sample of 200 cylinders drawn from operating commercial vehicles. Findings reveal that over 45 percent of inspected cylinders do not possess valid periodic hydrostatic test certificates as required by the applicable SON standard, with a significant number operating beyond their declared service life. Many cylinder conversion centres lack the hydrotest equipment necessary for on-site periodic inspection compliance. Recommendations include mandatory cylinder registration, mandatory periodic inspection enforcement by the NMDPRA, establishment of accredited CNG cylinder inspection centres in all states with active CNG operations, and public awareness campaigns targeting CNG vehicle operators and fleet managers.
