Study of Urban Traffic Management Systems and Their Effectiveness in Port Harcourt Metropolis

Effective traffic management is central to the functioning of urban transport systems and the productivity of cities. This study examines urban traffic management systems and their effectiveness in Port Harcourt Metropolis, the commercial capital of Rivers State in the South South geopolitical zone. A descriptive survey design was employed, with data collected from 160 road users, traffic wardens, and officials of the Rivers State Transport Authority through structured questionnaires and observational assessments at ten major intersections. The study evaluates the functionality of traffic signals, the deployment and effectiveness of traffic wardens, road markings, and junction channelisation systems. Findings show that fewer than 40 percent of traffic signals at assessed intersections were fully functional at the time of study, leading to widespread traffic disorder and increased accident risks. Manual traffic direction by wardens was noted as the primary management mechanism at most intersections, which is both resource-intensive and inconsistent. Road markings are largely faded or absent on secondary roads, and junction designs fail to accommodate the volume of mixed traffic. Recommendations include a complete audit and rehabilitation of the city's traffic signal network, investment in intelligent traffic management technology, and improved training and equipment provisioning for traffic wardens. This study provides evidence for transport infrastructure investment decisions and traffic policy reform in Port Harcourt and similar Nigerian urban centres.
