Systems Analysis of Technical and Vocational Education Policy Failure in North East Nigeria: A Complexity Theory Approach

This study applies complexity theory to a systems analysis of technical and vocational education policy failure in North East Nigeria, focusing on Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe States. Despite successive national VTE policies, educational outcomes in the region remain persistently poor, with analysts attributing failure to conflict, governance weakness, and funding gaps. This study argues that conventional linear policy analysis is insufficient for explaining failure in complex adaptive systems characterised by non-linearity, emergence, and feedback dynamics. A multi-site qualitative case study design is employed, with data gathered from policy documents, stakeholder interviews, community ethnographies, and institutional observations across 12 institutions in all six states. Complexity theory, specifically complex adaptive systems and feedback loop analysis, is applied as both a theoretical lens and an analytical method. Systems mapping tools identify key leverage points and feedback loops driving policy failure. Findings are expected to reveal recursive cycles connecting political instability, teacher attrition, community disengagement, and institutional collapse that conventional policy responses have failed to interrupt. The study identifies non-obvious leverage points for system transformation. Recommendations include adaptive policy design, locally embedded implementation actors, and iterative feedback monitoring mechanisms. This study makes a significant theoretical contribution by applying complexity theory to VTE policy research in a conflict-affected context and provides original analytical tools for future systemic policy analysis in North East Nigeria.
