The African Development Bank, Infrastructure Financing, and Development Impact in Imo State

The African Development Bank (AfDB) serves as the continent's premier multilateral development finance institution, channeling concessional and commercial lending toward infrastructure, agriculture, private sector development, and governance programs across its regional member countries. Nigeria, as one of the AfDB's major shareholders and borrowers, has received substantial AfDB financing for infrastructure projects, with implications for subnational development trajectories including those of Imo State. This study evaluates the development impact of AfDB-financed infrastructure projects in Imo State between 2019 and 2024, focusing on road rehabilitation, power transmission, and water supply projects. A qualitative evaluation methodology is employed, combining project document analysis and impact assessment reports with key informant interviews of AfDB country office representatives, Imo State project implementation unit officials, and community beneficiaries in project-affected local government areas. Development finance effectiveness theory and the infrastructure-led growth framework provide the analytical basis. Findings reveal that AfDB infrastructure investments in Imo State have generated meaningful improvements in road connectivity and power supply reliability in targeted areas; however, project implementation delays related to procurement bottlenecks and counterpart funding shortfalls have substantially reduced the originally planned scope and timeline of interventions. Community stakeholders report inadequate consultation during project design and limited responsiveness to local infrastructure prioritization requests. The research recommends strengthened project readiness assessments, increased state government fiscal commitment to counterpart funding, and more systematic community engagement protocols in AfDB project cycles.
