The European Union’s Support for Press Freedom and Media Development in Nigeria

This paper investigates the European Union's programmatic and diplomatic support for press freedom and independent media development in Nigeria, a country that consistently ranks below the global average on international press freedom indices. The EU, through its European Instrument for Democracy and Human Rights (EIDHR) and media development grants, has funded Nigerian media capacity-building projects, journalist safety programmes, and legal aid for prosecuted reporters. This descriptive study draws on EU programme documentation, reports from the Nigeria Press Council, Freedom House data, and secondary academic literature published between 2020 and 2024. Interviews with senior journalists from major Nigerian media houses and representatives of civil society organisations working on press freedom issues were conducted between 2023 and 2024, with respondents drawn from Lagos, Abuja, Enugu, and Kano. The research examines how EU media support has influenced the operational environment for journalism in Nigeria, including the passage and implementation of the Freedom of Information Act and recent social media regulation debates. The study also considers whether EU media interventions have effectively reached community radio stations, online journalism platforms, and minority-language media serving underrepresented populations in the North-East and North-West zones. Findings contribute to undergraduate debates on European normative power and its application in African media governance contexts.
