Federal programme implementation in Nigeria is complicated by significant geopolitical zone-level variation in institutional capacity, cultural context, and infrastructure, creating tensions between standardized PM practice and locally adaptive approaches. This study examines the influence of geopolitical zone characteristics on project management practice standardisation in Nigerian federal programmes. A mixed-methods comparative design will analyze project management practice across six federal programmes implemented simultaneously across all geopolitical zones, including the Anchor Borrowers Programme, SURE-P, and N-Power. Quantitative data will be collected from 350 programme officers across all zones using a PM Practice Standardisation Index. Qualitative comparative case analysis will examine zone-level adaptation patterns. Configurational analysis using QCA will identify zone characteristic combinations that promote or inhibit standardisation success. This study provides an original contribution to federal programme management theory in Nigeria by empirically mapping the geopolitical zone as a significant unit of project management analysis and generating a standardisation adaptation framework for federal programme design.
