The Political Ecology of Urban Land Markets, Informality, and Environmental Exclusion in Kano Metropolitan Area

Urban land markets in Nigerian metropolitan areas operate through the intersection of formal statutory frameworks, customary land tenure systems, and politically connected informal allocation mechanisms, generating environmental consequences for low-income households displaced to environmentally hazardous urban peripheries. This doctoral research analyses the political ecology of urban land markets, informality, and environmental exclusion in Kano Metropolitan Area, examining how land market dynamics produce differential environmental exposure across socio-economic and ethnic community categories. The research employs a three-year ethnographic study design combining participant observation in 15 housing communities, 120 semi-structured interviews with low-income households, landlords, government officials, and estate developers, oral history methods with long-term residents, and spatial analysis of land price gradients, environmental hazard distributions, and informal settlement extents. A critical examination of Kano State Urban Planning Act provisions and their enforcement realities provides the institutional analysis layer. Political ecology analysis reveals that the interplay of political patronage networks, ethnic community land control systems, and formal urban land law creates a structured market that systematically prices low-income households into flood-prone, contaminated, and infrastructure-deficient urban margins. Original theoretical contributions include a northern Nigerian urban land market ecology framework that integrates political economy analysis with spatial environmental justice assessment. The study documents how informal land processes produce environmental differentiation that formal environmental law cannot address without confronting underlying land market inequalities. Policy contributions address land banking mechanisms for affordable environmental quality housing, community land trust models adapted to Kano's legal context, and environmental justice provisions in the forthcoming Kano State Physical Planning Act revision.
