The Role of Hausa Language in Electoral Communication: Developing Civic Education Materials for Voters in North West Nigeria

Effective civic education for voters in North West Nigeria requires communication in Hausa that is accessible, politically neutral, and capable of conveying complex electoral process information to audiences with varied educational backgrounds. This study examines the development and evaluation of Hausa language civic education materials for voter education in North West Nigeria, focusing on three states: Kano, Kaduna, and Sokoto. A professional applied communication development design was employed, beginning with a review of existing Hausa voter education materials produced by the Independent National Electoral Commission and civil society organisations for the 2023 general election cycle. A sample of 200 voters across the three states was tested for comprehension of selected existing materials, and focus group discussions explored communication barriers and preferences. Expert review panels assessed material quality. Revised Hausa civic education materials incorporating plain language principles, community-validated terminology, and culturally familiar formats including storytelling and dialogue were developed and field-tested with 150 voters. Findings from the comprehension testing of current materials reveal that many voters struggle with formal procedural descriptions of voting processes, accreditation procedures, and result collation processes in the Hausa materials currently in use, particularly those translated directly from English templates. Revised materials show significantly higher comprehension scores and greater perceived relevance among field test participants. Recommendations include development of standard Hausa civic education communication guidelines for INEC and civil society organisations and community pre-testing of all voter education materials before distribution.
