The Role of the European Investment Bank in Funding Infrastructure in North-Central Nigeria

This research examines the contribution of the European Investment Bank (EIB) to infrastructure development in North-Central Nigeria, with focus on energy, transport, and water projects in states including Kwara, Niger, and the Federal Capital Territory. The EIB has increasingly positioned Africa as a priority lending destination under its Global Gateway initiative, and Nigeria represents one of its largest African borrowers. Yet the downstream impact of EIB lending on local infrastructure delivery remains inadequately examined in the Nigerian academic literature. This descriptive study reviews EIB project documents, Nigerian government implementation reports, and secondary academic sources from 2019 to 2024 to assess the scope, nature, and outcomes of EIB-funded infrastructure projects in the North-Central zone. Structured interviews were conducted with project beneficiaries and state ministry officials in Kwara and Niger states to gather primary data on community-level impact. The research questions centre on how EIB loan conditionalities shape project design and implementation timelines, and whether EIB lending has demonstrably improved access to infrastructure services for ordinary Nigerians. Findings suggest that EIB projects have improved urban infrastructure in some areas but have rarely penetrated rural communities where infrastructure deficits are most acute. Recommendations address the need for community-inclusive project design and better alignment with state development priorities.
