Urban Housing Policy and Management in Post-Conflict Environments: Case of Maiduguri, Borno State

Managing urban housing policy in post-conflict settings involves unique challenges of displacement, damaged infrastructure, rapid return population growth, and the need to rebuild not only physical structures but also land administration systems and community governance. This study examines housing policy and management approaches in Maiduguri, Borno State, which experienced extensive displacement and physical damage as a result of insurgency in the North East region. A professional management research design was used, combining review of humanitarian housing programs, state housing authority recovery plans, and interviews with 15 housing policy managers from the Borno State Housing Corporation, Federal Ministry of Humanitarian Affairs, international organizations including UNHCR and NRC, and local NGOs. The study assesses coordination frameworks between humanitarian and development housing actors, coverage of housing assistance programs, and challenges in transitioning from emergency shelter to permanent housing provision. Findings are anticipated to reveal fragmented program delivery, poor coordination between short-term humanitarian shelter and longer-term urban housing planning, inadequate government funding for housing recovery, and limited community participation in housing reconstruction design. The study examines the planning context for integrating returnee housing needs into Maiduguri's evolving urban development plans. Recommendations address development of a post-conflict urban housing recovery framework for Borno State, mandatory coordination protocols between humanitarian and planning agencies, community-led housing reconstruction programs, and integration of conflict-sensitivity into all planning instruments applied in Maiduguri.
