Women Empowerment Programmes and Political Participation in Ebonyi State

Despite constitutional guarantees and growing national advocacy for gender inclusion in governance, women's political participation in Ebonyi State remains significantly below parity levels. This study examines the relationship between government and civil society women empowerment programmes and levels of women's political participation in Ebonyi State, covering representation in electoral candidacy, local governance positions, and community decision-making. The study is grounded in the Feminist Theory of Political Empowerment, which holds that women's political agency is constrained by systemic barriers including patriarchal norms, resource deficits, and institutional gatekeeping, and that targeted empowerment interventions can dismantle these barriers progressively. A survey research design was adopted. The population comprised female beneficiaries of government empowerment programmes, women's rights civil society organisations, female councillors and community leaders, from which 240 respondents were drawn using purposive and stratified sampling. Questionnaires and focus group discussions served as instruments, and data were analysed using descriptive statistics and chi-square tests. Findings indicate that women who participated in political leadership training and had access to campaign funding support were significantly more likely to contest and win local elections. Cultural barriers and political party exclusion remain the most formidable obstacles. The study concludes that empowerment programmes positively influence but do not fully overcome systemic barriers to women's political participation. It is recommended that the state government introduce a gender quotas policy for local government elections and fund sustainable women leadership academies.
