Leadership Development Programmes and Managerial Effectiveness in Nigerian State Civil Services: Evidence from Osun State

This research investigates the relationship between leadership development programmes and managerial effectiveness in the Osun State Civil Service, located in Nigeria's South West geopolitical zone. Leadership quality in the public sector is widely recognised as a determining factor in the efficiency of public administration, policy implementation, and service delivery. This study employs a survey research design with data gathered from 100 senior civil servants and middle-level managers who participated in at least one formal leadership development intervention in the preceding three years. Structured questionnaires were administered and data analysed using descriptive statistics and regression. The study evaluates programme dimensions including training content relevance, facilitator quality, programme duration adequacy, post-training support, and competency application opportunities. Findings reveal that training content relevance and post-training support are the most significant predictors of managerial effectiveness improvements, measured through decision quality ratings, team management scores, and inter-agency coordination effectiveness. Programme duration adequacy showed a positive but threshold effect, with programmes shorter than two weeks demonstrating markedly weaker competency transfer. The study recommends that the Osun State Government design leadership programmes with context-specific content, strengthen post-training coaching mechanisms, and establish peer learning networks for programme alumni.
