Investigation of Planning Standards for Secondary Schools and Their Implementation in Katsina State

The siting, spatial planning, and physical development standards applied to secondary school facilities are critical determinants of educational quality and equitable access for urban and rural populations. This study investigates planning standards for secondary school facilities in Katsina State and evaluates the degree to which existing schools meet these standards. A descriptive assessment design was employed, combining a physical audit of 20 selected secondary schools across urban Katsina, Daura, and Funtua with a survey of 180 school administrators, teachers, and students on facility adequacy. The audit instrument assessed site area, classroom-to-student ratios, sanitation facilities, sports grounds, security fencing, and road access. Secondary data on school enrollment and facility records were obtained from the Katsina State Ministry of Education. Interviews with the Katsina State Urban Development Authority addressed integration of school siting in urban planning frameworks. Findings are expected to reveal that a large proportion of existing secondary schools fall below minimum planning standards particularly regarding land area, sanitation, and recreational space, with urban schools in Katsina City exhibiting higher compliance than rural or semi-urban counterparts. The study examines the planning governance gap responsible for persistent sub-standard school environments. Recommendations propose revision of the Katsina State Education Facilities Planning Standards, mandatory post-occupancy evaluation of school infrastructure, budget allocation for facility upgrading, and integration of school siting criteria into local area development plans.
