Urban Land Management and Policy Implementation in Enugu State: Professional Challenges

Effective urban land management requires coherent policy frameworks, capable institutions, and adequate technical resources to allocate, administer, and regulate land use in alignment with urban development objectives. This study examines the professional challenges in urban land management and policy implementation in Enugu State, focusing on the Enugu Geographic Information Service and the Enugu State Urban Development Board. A professional practice design was employed, combining review of land management policy documents, allocation procedures, and litigation records with interviews of 14 land management professionals, legal officers, and policy administrators within the two agencies. The study assesses challenges in the regularization of informally acquired land, processing efficiency of statutory allocation applications, resolution of land boundary disputes, and implementation of Land Use Act provisions. Findings are expected to reveal bureaucratic inefficiencies, inconsistent application of land allocation procedures, an under-resourced dispute resolution system, and limited use of digital land information systems in routine decision-making. The study documents specific professional capability gaps and their consequences for land management outcomes. Recommendations address organizational development priorities for Enugu's land management institutions, investment in digital land information infrastructure, reform of the allocation procedures manual, establishment of alternative dispute resolution mechanisms for land conflicts, and a professional competency framework for land management officers in the state.
