Management of Urban Growth and Infrastructure Provision in Ikorodu, Lagos State

Ikorodu Local Government Area has emerged as one of Lagos State's fastest-growing urban peripheries, driven by residential relocation, industrial investment, and inland port development, placing intense pressure on infrastructure and planning administration. This study examines approaches to managing urban growth and infrastructure provision in Ikorodu with a professional focus on coordination between state agencies, local government, and private developers. A professional management design was used, combining spatial growth analysis using satellite imagery with interviews of 16 urban management practitioners from the Lagos State Physical Planning Authority, Ikorodu Local Government Area, Lagos State Water Corporation, and private estate developers active in the area. Case studies of three major residential estate developments assessed coordination between developer infrastructure provision and public infrastructure planning. Findings are anticipated to reveal infrastructure development that consistently lags behind population growth, particularly in road maintenance, drainage, and water supply, alongside gaps in planning coordination between estate developers' private infrastructure and the public network. The study examines how developer-funded infrastructure becomes orphaned when responsibility transfer to public maintenance authorities is unclear. Recommendations address establishment of a dedicated Ikorodu Urban Growth Management Unit, developer infrastructure contribution policy for public network reinforcement, accelerated trunk infrastructure investment programs for high-growth corridors, formal infrastructure handover protocols for estate developments, and annual urban growth monitoring reporting requirements for the local government area.
