📖 ABSTRACT/OVERVIEW
This study generates original theoretical contributions to the development finance and policy sovereignty debate by critically analysing Nigeria's engagements with International Monetary Fund structural adjustment programmes, World Bank development policy lending, and multilateral conditionality frameworks from 1986 to 2023. The tension between external development finance requirements and domestic policy sovereignty is a constitutive challenge of post-colonial development governance, yet a theoretically integrated account of how this tension has shaped Nigeria's long-run development trajectory is absent from the literature. Drawing on dependency theory, sovereignty studies, international political economy, and recent development finance literature from 2019 to 2024, the study employs a historical-analytical mixed-methods research design. Primary data are gathered from declassified International Monetary Fund and World Bank programme documents, Nigerian government policy correspondence, and 65 elite interviews with former Finance Ministers, central bank officials, multilateral institution country directors, and independent development economists with direct programme engagement experience. Historical counterfactual analysis and critical discourse analysis are applied. The study's theoretical contribution is the Conditional Sovereignty Bargaining Model, which conceptualises development finance engagement as a recursive bargaining process shaped by oil price cycles, political regime types, and institutional capacity differentials. This model advances beyond existing aid-sovereignty frameworks by modelling endogenous policy preference formation within the recipient state. Findings generate original theoretical insights applicable to African states navigating debt, conditionality, and strategic autonomy in the current era of Chinese and Gulf State development finance competition.
