This study examines regulatory governance and its influence on compliance culture in Nigerian pension fund administrators based in Lagos. The Contributory Pension Scheme, administered under the Pension Reform Act, places significant governance obligations on pension fund administrators to protect contributors' retirement assets. Compliance with the National Pension Commission's regulations is critical to fund integrity, yet instances of mismanagement and non-compliance have raised stakeholder concerns. The study evaluates how regulatory governance mechanisms including inspection frequency, sanction enforcement, and disclosure requirements shape the compliance culture within selected pension fund administrators. A survey research design is adopted, with questionnaires administered to 150 compliance officers, fund managers, and board members of five pension fund administrators in Lagos. Data are supplemented by review of PenCom regulatory circulars and inspection reports. Analysis employs descriptive statistics and multiple regression. The study expects that stricter regulatory enforcement and transparent disclosure requirements are the strongest predictors of a positive compliance culture. Findings will assist PenCom, pension fund boards, and financial regulators in developing more effective oversight frameworks. This research contributes to the South West financial governance literature and addresses an important gap in Nigeria's pension sector governance studies.
