Corporate Governance and Financial Inclusion Outcomes in Community Banks and MFIs in Northern Nigeria: An Institutional and Governance Perspective

This dissertation investigates the relationship between corporate governance quality and financial inclusion outcomes in community banks and microfinance institutions operating across the three geopolitical zones of Northern Nigeria (North Central, North West, and North East). Northern Nigeria presents one of the most significant financial exclusion challenges globally, with large proportions of the adult population lacking access to formal financial services. Governance quality in community-level financial institutions is theorised to be a critical determinant of these institutions' capacity to serve excluded populations sustainably, maintain public trust, and attract the capital necessary for outreach expansion. Drawing on institutional theory, microfinance governance literature, and financial inclusion frameworks, this study develops an original Financial Inclusion Governance Framework that connects board capacity, regulatory compliance culture, community accountability mechanisms, and risk governance quality to financial inclusion metrics including active borrower growth, savings mobilisation rates, geographic outreach expansion, and client protection standards. The framework is empirically tested using a mixed-method design combining panel data from ninety-three licensed microfinance institutions over eight years with comparative case studies of eight institutions representing governance diversity. The study makes original contributions through the Financial Inclusion Governance Framework, the Northern Nigeria microfinance governance dataset, and theoretical propositions on governance as a financial inclusion driver. Findings are directly relevant for the Central Bank of Nigeria, development finance institutions, and Northern Nigeria financial inclusion programmes.
