Industrial Relations Reforms Under the Petroleum Industry Act and Their Implications for Workforce Management in Nigerian Oil Companies

This study analytically examines industrial relations reforms introduced under the Petroleum Industry Act (PIA) 2021 and their implications for workforce management in Nigerian upstream and midstream oil companies, drawing data from firms in the Niger Delta region including Rivers, Delta, and Bayelsa States. The PIA represents the most comprehensive restructuring of Nigeria's petroleum sector legal framework in over two decades, with significant but underanalysed implications for employment relations, host community workforce engagement, and collective bargaining. An analytical policy and field research design was employed, combining legal analysis of PIA workforce provisions with qualitative interviews involving 60 HR directors, labour union leaders, and regulatory officials. The Institutional Theory of Employment Relations and the New Institutional Economics Framework provide the analytical scaffolding. Analysis reveals that the PIA's host community development provisions introduce a mandatory local employment obligation that fundamentally alters traditional recruitment and skills development decisions in oil companies, requiring HR strategy realignment. The study identifies a critical research gap: no prior empirical study has systematically mapped PIA workforce provisions against their HR management implications for operating companies. Early implementation evidence suggests significant compliance uncertainty and varying firm interpretations of local content workforce clauses. Recommendations include NUPRC guidance circulars clarifying HR compliance expectations, industry-wide capacity building on PIA HR implications, and joint union-management PIA implementation task forces. This study makes an original analytical contribution to Nigerian petroleum labour relations scholarship.
