📖 ABSTRACT/OVERVIEW
This study examines how the persistent insecurity crisis in Borno State has affected the implementation of local government development programs in Maiduguri Metropolitan Council, situated in Nigeria's North East geopolitical zone. The prolonged insurgency in the Lake Chad Basin region has disrupted governance, displaced millions of people, destroyed infrastructure, and severely constrained local government capacity to deliver services and execute development projects. The study employs a descriptive qualitative design, using in-depth interviews with 30 key informants comprising local government officials, humanitarian workers, internally displaced persons representatives, and security agencies. Thematic analysis is used to interpret the data. The Conflict-Development Nexus Framework and the Fragile States Theory provide the theoretical grounding. Secondary data includes UNOCHA humanitarian reports for Borno State, Maiduguri Metropolitan Council annual reports, and recent academic literature on governance in conflict-affected territories. Findings are expected to confirm that insecurity has led to abandonment of development projects, diversion of funds to security purposes, and collapse of community governance structures. Recommendations include integration of conflict-sensitive development planning into local government frameworks, rehabilitation of governance infrastructure, and establishment of peace dividend programs targeting conflict-affected communities.
