Disability Inclusion in Local Government Development Programs in Kwara State: A Study of Ilorin East Local Government Area

This study examines the extent to which persons with disabilities are included in local government development programs in Ilorin East Local Government Area of Kwara State, North Central Nigeria. Despite the Nigerian Disability Act of 2018 and related international frameworks, persons with disabilities continue to experience systemic exclusion from public planning, infrastructure design, and social protection programs at the local government level. The study employs a descriptive survey design, with primary data collected from 150 respondents comprising persons with various disabilities, local government social welfare officers, disability-focused NGOs, and community leaders. The Social Model of Disability and the Inclusive Development Framework provide the conceptual basis. Secondary data includes Kwara State Ministry of Women Affairs and Social Development reports, Joint National Association of Persons with Disabilities publications, and recent academic literature on disability governance in Nigeria. Descriptive statistics and chi-square analysis are used to examine the relationship between local government awareness levels and disability inclusion practices. Findings are expected to reveal a significant gap between policy commitments and practical inclusion of persons with disabilities in local development programming. Recommendations include mandatory disability audits of local government programs, appointment of disability inclusion officers in all council departments, and budget allocation for disability-accessible infrastructure in Ilorin East.
