Decentralization and Local Governance Effectiveness in Nasarawa State: A Study of Lafia Local Government Area

This study examines the relationship between political and administrative decentralization and local governance effectiveness in Lafia Local Government Area of Nasarawa State, North Central Nigeria. Decentralization has been advocated as a mechanism for improving public service delivery, strengthening local accountability, and promoting citizen participation in governance. However, in Nasarawa State and across Nigeria broadly, decentralization has been partial and inconsistent, often undermined by state government interference, inadequate fiscal devolution, and weak institutional capacity at the local government level. The study adopts a descriptive survey design, with primary data collected from 200 respondents including local government officials, community development association leaders, civil society actors, and residents of Lafia. Structured questionnaires and semi-structured interviews constitute the data collection tools. The Decentralization Theory and the Local Governance Effectiveness Model provide the analytical framework. Secondary data includes Nasarawa State Ministry of Local Government reports, National Economic Council publications, and recent academic literature on decentralization in Nigeria. Both descriptive statistics and regression analysis are employed. Findings are anticipated to indicate that higher degrees of fiscal and political autonomy correlate with improved service delivery performance in local government areas. Recommendations include constitutional reforms to protect local government financial autonomy, introduction of merit-based appointments in local administration, and investment in local government staff capacity development.
