Application of Geographic Information Systems in Marine Environmental Management in the Niger Delta

Geographic information systems offer powerful capabilities for spatial analysis of environmental data, with significant professional applications in the management of marine environmental impacts in complex delta ecosystems. This study examines the professional application of geographic information systems technology in marine environmental monitoring and management within the Niger Delta region, covering active applications in Rivers, Bayelsa, and Delta States. A professional practice review methodology was employed, using interviews with twelve environmental GIS practitioners employed by oil companies, government agencies, and consultancy firms, combined with evaluation of existing GIS datasets and monitoring programme outputs. The study assesses the scope, data quality, update frequency, and operational utility of GIS applications currently deployed for tasks including oil spill trajectory modelling, sensitive area mapping, pollution impact assessment, and pipeline route environmental screening. Findings indicate that GIS capabilities are well developed within major international oil company operations but poorly utilised within the public regulatory sector, particularly by the National Oil Spill Detection and Response Agency and the National Environmental Standards and Regulations Enforcement Agency. Spatial data quality issues, including inconsistent coordinate referencing and outdated shoreline data, limit interoperability between agency and industry datasets. Recommendations include a unified Niger Delta marine environmental GIS platform hosted by a neutral agency, mandatory data sharing protocols for oil companies, and GIS competency training for environmental regulators.
