Administrative Bottlenecks and Service Delivery Failures in Nigerian Higher Education: An Empirical Investigation

This study empirically investigates the nature, causes, and consequences of administrative bottlenecks in Nigerian higher education institutions, with particular attention to their effects on service delivery quality for students, academic staff, and external stakeholders. Administrative bottlenecks, manifesting as delayed approvals, slow record processing, and communication breakdowns, undermine institutional credibility and student satisfaction. The research employs a mixed-methods design, combining survey data from 350 academic staff, administrative staff, and students in six universities spread across the South West (Lagos, Ogun, Osun States) with qualitative case analysis from two selected institutions. The Lean Management Framework and the Service Blueprint Model provide the theoretical grounding, with literature from 2020 to 2024 on university administrative reform in Nigeria informing the analysis. Key bottleneck categories investigated include examination-related delays, transcript processing failures, admission procedure redundancies, and certification backlogs. Structural causes including understaffing, technology gaps, and approval hierarchy rigidity are also examined. Recommendations target university Registrars and the National Universities Commission.
