Predictors of Electronic Document Management System Success in Nigerian State Government Ministries: Evidence from North West Nigeria

This study identifies and empirically tests predictors of electronic document management system (EDMS) success in state government ministries in Nigeria's North West geopolitical zone, specifically across Kano, Zamfara, Kebbi, and Sokoto States. EDMS investments in Nigerian state governments have produced variable outcomes, with some implementations delivering measurable efficiency gains while others stagnate due to technical, organisational, and human factors. The research employs a quantitative survey design, targeting EDMS system administrators, records managers, and senior administrative officers in twenty state ministries. A validated EDMS success questionnaire instrument adapted from the DeLone and McLean IS Success Model is administered to 285 respondents. Structural Equation Modelling (SEM) is used to test the hypothesised predictor-success relationships. Predictors examined include system quality, information quality, service quality, use intensity, user satisfaction, and net benefit realisation. The study empirically establishes a hierarchical model of EDMS success factors contextualised for the North West Nigeria public sector. Recommendations are directed at state Ministries of Finance, planning and budget departments, and ICT regulatory bodies.
