Operational Challenges of Deepwater Exploration in Nigeria’s Ultra-Deep Offshore Zone

Nigeria's ultra-deep offshore zone, extending beyond 1,000-metre water depth in the Gulf of Guinea, has attracted significant investment in deepwater petroleum exploration, yet operational challenges related to oceanographic conditions, engineering constraints, and regulatory compliance remain substantial. This study investigates the key operational challenges facing deepwater exploration in Nigeria's offshore blocks OPL 244, OPL 321, and OPL 322, using qualitative case study methods informed by technical documentation review and structured interviews with 35 deepwater operations specialists from multinational oil companies, drilling contractors, and ocean services firms active in Nigeria's offshore sector. Oceanographic operational challenges examined include internal wave impacts on drilling vessel station-keeping, deep bottom current effects on riser and mooring systems, seabed geohazard management (gas hydrates, submarine landslides, shallow gas), and environmental baseline data adequacy for regulatory compliance. Regulatory and contractual challenges including production sharing contract terms, local content requirements under the Nigerian Oil and Gas Industry Content Development Act, and environmental permit conditions for ultra-deep operations are also assessed. Findings are expected to identify internal wave loading and limited availability of high-resolution seabed survey data as primary technical bottlenecks, alongside excessive bureaucratic timelines for environmental permit renewals. Recommendations address improvements to the Department of Petroleum Resources' deepwater technical guidance and the need for industry-funded environmental baseline monitoring programmes.
