Maritime pollution enforcement in Nigerian ports is critical to protecting coastal and marine environments from the chronic and episodic pollution associated with dense vessel traffic, offshore support operations, and cargo handling activities. This study assesses the pollution enforcement capacity of port state control and maritime authority agencies operating in Apapa Port, Lagos, South West Nigeria. The study employs a capacity assessment framework examining legislative authority, technical detection capability, trained human resources, inter-agency coordination, and prosecution track record. Primary data are collected through structured interviews with 30 enforcement officials from the Nigerian Maritime Administration and Safety Agency, Federal Ministry of Environment Port Control Unit, and Lagos State Environmental Protection Agency, supplemented by review of enforcement records, inspection logs, and penalty notices from 2020 to 2024. Port inspection reports submitted to the Paris MOU and Tokyo MOU are reviewed for evidence of deficiency patterns related to pollution prevention equipment. Technical capability assessment includes inventory of oil discharge monitoring equipment, port waste reception facility adequacy, and air emission inspection procedures. Findings are expected to reveal significant shortfalls in technical detection equipment (portable gas sensors, oil-in-water analysers), inadequate training in MARPOL Annex I through VI inspection procedures, and a very low rate of successful prosecution relative to detected violations. The study recommends a structured capacity building programme aligned with International Maritime Organization standards.
