Environmental compliance monitoring at petroleum terminals is a critical function of Nigeria's regulatory framework for preventing marine and coastal pollution from onshore oil handling infrastructure. This study monitors and assesses compliance with National Environmental Standards and Regulations Enforcement Agency regulations and Department of Petroleum Resources environmental guidelines at the Harcourt Petroleum Terminal complex, Rivers State, South South Nigeria. The study employs direct observation, effluent sampling, and document review over a 12-month monitoring cycle from January to December 2024. Effluent samples from five terminal discharge points are analysed monthly for total petroleum hydrocarbons, chemical oxygen demand, biological oxygen demand, suspended solids, pH, and temperature. Results are compared against statutory discharge limits. Quarterly oil-on-water inspections using a spectroradiometer-based sheen detection method assess the frequency and extent of diffuse surface oil around terminal jetties. Environmental management system documentation, spill incident registers, permit conditions, and internal audit reports are reviewed against regulatory requirements. Interviews with terminal environmental management officers provide operational context. Findings are expected to reveal recurrent exceedances of total petroleum hydrocarbon discharge limits during tanker loading operations and inadequate containment bund maintenance. The study recommends a revised monitoring programme with real-time effluent sensors and a third-party verification audit mechanism to supplement government inspection.
