State broadcasting corporations in Nigeria function as public information utilities with complex scheduling, technical operations, and content production demands that require systematic operations planning. This study examines operations planning and scheduling practices at the Enugu State Broadcasting Service, applying operations research methods to improve programming schedule efficiency and technical resource utilization. Operational data including programme production schedules, studio utilization logs, equipment maintenance records, and transmission schedule adherence rates over a 12-month period are analysed. Current scheduling practices are evaluated against operations management principles, identifying inefficiencies in studio time allocation, outside broadcast equipment deployment, and post-production resource scheduling. A mixed-integer programming model is formulated to optimize the weekly studio allocation schedule, maximizing programme production output subject to studio availability, technical crew constraints, and broadcast transmission slot requirements. Results indicate that the optimized schedule increases weekly programme production output by 17 percent through elimination of idle studio time blocks and better alignment of production crew shifts with studio bookings. Equipment downtime analysis identifies two critical technical assets where preventive maintenance scheduling improvements can raise availability by 23 percent. Recommendations include adopting the optimized scheduling tool within the operations management division and training scheduling officers in its use. This research demonstrates how professional operations management methods can improve public sector broadcasting efficiency in South East Nigeria.
