Media Management and Editorial Independence in State-Owned Broadcasting in Nigeria

This study examines the tensions between media management practices and editorial independence in Nigerian state-owned broadcasting corporations, assessing the structural and political factors that constrain journalistic autonomy in state broadcast institutions. State broadcasting corporations in Nigeria, including NTA, FRCN, and various state broadcasting services, are constitutionally mandated to provide public service broadcasting but are widely seen as political instruments of incumbent governments. This study uses a qualitative methodology, conducting in-depth interviews with 32 current and retired journalists, editors, and senior producers from NTA, FRCN, Kano State TV, Ogun State Broadcasting Service, and Ebonyi State Broadcasting Corporation. Document analysis of broadcasting charters, editorial guidelines, and publicly reported interference incidents supplements the interviews. Findings reveal systematic patterns of political interference in broadcast content, including story suppression, mandatory air time for government activities, and political influence on news placement and framing. Self-censorship to avoid sanctions is reported by 82 percent of respondents as a daily editorial reality. Journalists in state broadcasters report significantly lower job satisfaction and professional fulfilment than their private media counterparts. The absence of independent editorial boards and clear editorial independence charters is identified as the primary structural deficiency enabling political interference. The study concludes that state broadcasting editorial independence in Nigeria requires fundamental governance reform. It recommends establishment of independent broadcasting governance boards, editorial independence charters, and formal mechanisms for journalist complaints about political interference.
